Standing RulesStanding Rules [Amended October 20, 2003]: 1. General meetings: Membership meetings will be held on the third Monday of odd-numbered months. It may be changed by a vote of the Board of Directors with proper notice given. (Art. IV, Sec. 3) 2. Board meetings: Board of Director meetings will be held on the third Monday of even-numbered months. They may be scheduled at other times with Board approval and proper notice given. (Art. IV, Sec. 7. Sub-section A.) 3. Standing Committees: These committees may include, but are not limited to, Land Use, Livability, Public Safety, Education and Parks-Open Space-Environment. 4. Fiscal year: The fiscal year of the Association will be as set by the City of Portland and the Office of Neighborhood Involvement. The fiscal year is July 1 – June 30. 5. Adding or Amending Standing Rules: Rules may be added or amended by a majority vote of the Board of Directors at any regularly scheduled or special meeting at which there is a quorum in attendance. 6. Land Use Appeal Procedures: LAND USE APPEAL FEE WAIVER CRITERIA The Bureau of Development Services has the following criteria in place in order for neighborhood associations to get a fee waiver on a land use appeal. This procedure grants a free appeal only to the neighborhood association; the appeal is not made on behalf of individuals. Individuals requesting a fee waiver have other criteria to fulfill before a fee waiver is granted. The criteria for neighborhood associations are: A. There must be a land use decision that can be appealed. B. If an appeal is to be considered, there must be an announced public meeting that includes the developer (and all of the developers supporting cast), the neighborhood residents, the neighborhood association board of directors and all other interested parties. As this is a decision-making meeting, there must be a sign-up sheet and a record of the proceedings. C. The board of directors of a neighborhood association must agree by vote to support the appeal process as part of the formal record. D. A designated neighborhood association board member then must submit to the Bureau of Development Services, within the time frame for appeal specified in the land use review decision, the following: 1) A completed appeal form 2) A completed fee waiver form 3) Copies of the public meeting notification 4) Copies of the sign up sheet 5) Copies of the minutes of the meeting that shows the board of directors agreed to support the appeal. Unless all of the above procedures and documents are followed and submitted, there is no fee waiver and there is no appeal since the appeal then becomes a submission without the necessary fee. |
